Background Information


The objective of the EQUI-HEALTH action is to improve the access and appropriateness of health care services, health promotion and prevention to meet the needs of migrants, the Roma and other vulnerable ethnic minority groups, including irregular migrants residing in the EU/EEA.


The EQUI-HEALTH Action Fostering health provision for migrants, the Roma, and other vulnerable groups was launched in February 2013 by the Migration Health Division (MHD) of the Regional Office for Europe (RO) of the International Organization for Migration (IOM). The project is co-financed under the 2012 Work Plan, within the second programme of Community action in the field of health (2008-2013), by direct grant awarded to IOM from the European Commission’s Directorate General for Health and Food Safety (DG SANTE), through the Consumers, Health, Agriculture and Food Executive Agency (Chafea).


IOM is an intergovernmental organization, with 157 member states, that works to help ensure the orderly and humane management of migration, to promote international cooperation on migration issues, to assist in the search for practical solutions to migration issues, and to provide humanitarian assistance to migrants in need, including refugees and internally displaced persons.


Equi-Health has a budget of 2 555 000 EURO (at 60% co-funded by the EC/DG SANTE) and a geographical focus of EU/EEA Member States. Individual components have different geographic scope: Component I, Southern EU Borders – Bulgaria, Croatia, Greece, Italy, Malta, Spain, (and Portugal in training activities), thereby covering the entire Southern, Mediterranean border of the EU; Component II, Roma health – EU countries with high percentage of Roma nationals (Bulgaria, Croatia, Czech Republic, Romania, Spain and Slovakia), in addition to EU MS with high percentage of Roma migrants (Belgium, Italy, France, UK and Portugal in selected activities)[1], and Component III Migrant health – 28 EU MS plus Iceland, Norway and Turkey.


Component I of the Action builds on the “Increasing Public Health safety Alongside the New Eastern European Border Line” project funded by the 1st public health program in 2006, and supports the implementation of Decisions 2119/98/EC and 2000/57/EC; Council Directive 2003/9/EC on minimum standards for the reception of asylum seekers, and the new International Health Regulations; and COM (2011) 292 “A dialogue for migration, mobility and security with the southern Mediterranean countries”.


Component II of the action contributes to reaching the aims of the Europe 2020 Strategy on the need to reduce health inequalities and makes a direct contribution to the implementation of COM(2010) 758 final “The European Platform against Poverty and Social Exclusion: A European framework for social and territorial cohesion”; COM(2009) 567 final “Solidarity in health: reducing health inequalities in the EU”; COM(2010) 133 final “The social and economic integration of the Roma in Europe”; and COM(2011) 173 final “An EU Framework for National Roma Integration Strategies up to 2020” (FNRIS).


Purpose of the Evaluation


This Equi-Health evaluation is the final external evaluation, provisioned with the original project agreement signed by IOM and EC/DG SANTE. The final evaluation has the following objectives:


  • Assess the relevance of the intended outcome and outputs of the Action against set baselines and targets in project proposal, per work packages and in general.

  • Assess the efficiency of project implementation.

  • Assess the effectiveness of the project in reaching its stated objectives.

  • Assess the prospects for sustainability of the project.

  • Assess the appropriateness of the project design and subsequent amendments

  • Assess the management arrangements, including monitoring and evaluation, for achieving its stated objectives.

  • Highlight key achievements and/or challenges.

  • Examine the continued relevance of the Action concept and design, particularly the project logic in addressing identified problem and recommend further action(s) for funding as (potential) follow-up of this project.

  • Identify the EU added value of the Action and the contribution to the 10 EU Junker priorities in terms of next steps/recommendations for the future

The evaluation will take into consideration project limitations and implementation conditions in participating countries, as well as the results and recommendations of the mid-term project evaluation.


Scope of work to be performed by the Consultant(s)


The evaluation will examine Equi-Health project implementation from project start on 1st of February 2013 to 31 July 2016 foreseen with extension until 31 January 2017) (i.e. covered by first and second interim reports) and build upon the findings of the mid-term evaluation.


While evaluating the achievements of project outcomes and outputs during project implementation, it is expected that the evaluator(s) follows below guiding questions, divided into 2 sections: 1) standard evaluation element questions 2) Cross-cutting programmatic and institutional evaluation questions.
