Belgium: Supply Chain Officer (SCO) Cell 6 WANA


MSF Operational Center of Brussels (OCB) took an important decision in 2012 with regards to its supply chain and created a new entity, called “Supply Unit OCB”, with a responsibility to optimize the Supply of its operations, in terms of cost, service and quality of products, as described in the Supply Chain End to End reform objectives.


This supply unit is composed of different directions to cover the whole OCB supply, the Supply Chain Direction, the Purchasing Direction, the Quality Direction, the Finance Direction and MSF Supply (the European Supply Center), all having interactions with each other’s. As such, the scope covers a supply chain that is specific, humanitarian, mainly pharmaceutical, international, divers and subject to emergencies.


CONTEXT :


Within the department of operations, there is the willingness to design a new cell, which should cover mostly the region of the West Asia and North Africa region (WANA).


The opening of this position comes after the selection of the Operations Coordinator of this Cell and at the same time that the rest of the standard positions in the Cell (HR, Fin, Log, Med).


In the portfolio of programs of the future cell, there should be the operations of MSF in Lebanon, Turkey, Syria, Libya and Tunisia – those operations are currently managed by the Emergency Unit. Exploratory missions in several countries in the region are foreseen. The members of cell will be based in Brussels.


The Supply Chain Officer (SCO) belongs to the Supply Unit and is a member of the operational cell. He/She designs the supply strategies and set-ups to answer the operational needs, taking into consideration the general supply policies and standards. He/She makes sure resources and means tally with them (technical support, budget, field HR skills…). He/She supervises and reports the performance of the supply chains.


MAIN RESPONSIBILITIES :


1) He/She defines the Supply strategy of each context / project of the Operational Cell, in close collaboration with Medical and Logistics operations in order to cope with operational needs and quality required by OCB’s supply policies. These include storage, international and national sourcing, transport and customs, ordering process, demand planning and forecasting processes, communication and customer satisfaction processes…


2) He/She participates to the dynamics of the cell as its Supply referent. As such, he/she helps to build budget and follow them, and participates to all necessary gatherings (AROs, budget revision, monitorings, CoPro…).


3) As a member of the supply chain direction and the supply unit, he/she makes sure to represent the supply operational needs and helps building strategies to answer them. He/She works closely with the other SCOs as a team, with the Supply Back Office when support is needed, as well as with MSF Supply’s Operations and Expeditions departments to find suitable solutions on the international segment of the supply chain.


4) He/She is the functional manager for the Supply Co at the Coordination on the field. He/She collaborates with him/her to design and improve the supply chain of the context (set – ups, needs for support, processes, needs for trainings…).


5) He/She reports performance of the supply chains of his/her contexts (mainly to the Supply Chain Director, the Operation Coordinators and the Supply Co), and he puts in place and maintain customers’ satisfaction (mainly to the Med and Log)


CHALLENGES :


Each of the 6 SCOs manage around 4 to 7 contexts with 10 to 20 projects. This Cell will have non typical contexts with some remote controlled projects.

PROFILE :


Academic background in international supply


and/or


Experience in international supply design


and/or


Experience in supply management in the field


è Proven knowledge of supply technics (warehouse, transport, customs, demand planning, procurement/sourcing, Supply IS, Customer Service, Supply Processes).


Strong experience in the humanitarian field (with MSF is a strong asset, with supply responsibilities is a strong asset, at coordination level is an asset)


Coordination, leadership, reporting and diplomatic skills


Experience in project / change management is an asset.


Very good communication skills for interacting with several departments


Autonomous


High availability for travelling (about 1/3rd time on the field)


English and French speaker. Arabic is a strong asset


Development and maintenance of alternatives / so called “out of the box” / flexible approaches to respond to the specificities of the WANA context, is required.
