Child and Youth Program Assistant (Entry to Target), CY-01/02 - Department of the Army - Belgium, WI

Serves

as child and youth program assistant; maintains whereabouts and safety of

children and youth; assists in planning, coordinating and conducting

appropriate activities. Extends learning opportunities and sustains participant

interest through the establishment of an appropriate environment. Demonstrates,

instructs and leads program activities. Implements daily schedules and activity

plans. Stocks necessary supplies and ensures appropriate supplies are always on

hand. Informs necessary personnel of need for more supplies. Assists children

with homework and activities. Supervises appropriately during all activities.

Role models appropriate safety, health and fitness/nutrition practices.

Collects, maintains and reports program participation data. Secures all

supplies and facilities as necessary. Completes all reports and provides data

to management staff, as requested. Ensures compliance with DoD, army and local

policies.


Child and Youth Program Assistants (Level-2) support education programs. They apply a practical understanding of program objectives and the particular procedures and requirements involved in the activity. The most familiar example is that of the teacher’s aide whose supportive role is to relieve the classroom teacher of non-professional, routine duties. This enables the teacher to give more time and attention to professional responsibilities.


Child and Youth Program Technicians support education programs. They have specialized knowledge of and skill in particular aspects of an educational activity or program. For example, an education technician may develop supportive background information for use by professional educators in making program decisions. This type of position requires skill in conducting surveys and analyzing data on education needs.


Duties
Helps establish a program environment that promotes positive child and youth interactions with other children, youth and adults. Helps prepare, arrange, and maintain indoor and outdoor activity areas and materials to accommodate daily schedule. Uses prepared curriculum/program materials and assists with developing a list of needed supplies and equipment. Plans, coordinates, and conducts activities for program participants based on observed needs of individual children/youth. Implements activities and special events that meet the physical, social, emotional and cognitive needs of children and youth. Establishes a program environment that sustains participant interest and promotes positive interactions with other children, youth and adults. Helps prepare, arrange, and maintain indoor and outdoor activity areas and materials to accommodate daily schedule. Assists children and youth with special projects, homework and life skills. Prepares and implements program options for children and youth with special requirements. Interacts with children and youth using approved child guidance and youth development techniques. Interacts professionally with staff members, parents, and the Command. Supervises children and youth during daily schedule of indoor and outdoor activities, on field trips, outings and special events. Promotes and models safety, fitness, health and nutrition practices. Notifies supervisor on health, fire, and safety compliance concerns. Helps arrange for/serve appropriate snacks/meals where applicable. Observes a program participant for signs that may indicate illness, abuse or neglect and reports as directed. Notes special instructions provided by parents. Ensures children and youth (as applicable) depart with authorized person according to written parental instruction. Assists in maintaining program participation data and completing required daily reports. Provides care/supervision, oversight, and accountability for program participants in compliance with DoD, Army and local policies, guidance, and standards. Completes designated training requirements and records and tracks completed training on own Individual Development Plan (IDP). Participates in program evaluation as required. Assists In achieving and maintaining DoD/Army certification and national accreditation or Army equivalent. Performs other related duties as assigned.

Qualifications
CY-01 (Entry Level-2):

Applicants must be graduated from

High School or equivalent AND be 18 year of age at the time of appointment AND

be able to communicate in English (both written and verbal).


CY-01 (Skill Level-3):


Applicants must meet CY-01 (Entry

Level-2)requirements AND possess three (3) months of specialized experience

working in a group program with children and/or youth AND demonstrate

satisfactory performance AND possess the Army Entry Level Training Certificate

(Air Force/Navy equivalent).


OR


Meet CY-01 (Entry Level-2)

requirements AND one (1) year of education above high school level, which

includes nine (9) semester hours of college credit in early childhood,

elementary, secondary, special education, child/youth development, psychology,

human development, youth program administration, recreation or related

behavioral sciences.


OR


Meet CY-01 (Entry Level-2)

requirements AND one (1) year vocational certificate in childcare.


CY-02 (Target Level-4):


Applicants must meet CY-01(Skill

Level-3) requirements AND possess twelve (12) months of specialized experience

working in a group program with children and/or youth AND demonstrate

satisfactory performance AND possess the Army Foundation Level Training (Air

Force/Navy equivalent).


OR


Meet CY-01 (Entry

Level-2) requirements AND two (2) years of education above high school level,

which includes twelve (12) semester hours of college credit in early childhood,

elementary, secondary, special education, child/youth development, psychology,

human development, youth program administration, recreation or related

behavioral sciences.


Conditions of Employment:


1. A one-year probationary period may be required.


2. Meet all qualification/eligibility requirements.


3. A completed and signed copy DA Form 3433 is required prior to entrance on duty.


4. Appointment is subject to completion of a favorable background checks/investigation to determine suitability for this position.


5. Successfully complete a health screening. Immunizations may be required as a condition of employment for the health and safety of those in the facility as determined by medical authority. Already immune individuals (based on documented receipt of vaccine series or physician diagnosed illness), or those subject to religious exemption, or medical contraindication are exempt from this requirement.


NOTE (1): No person, regardless of circumstance, will be approved to provide child care services and/or approved for hire in positions designated as having regular and recurring contact with children if the background check discloses that the individual has been convicted for any of the following: a sexual offense, any criminal offense involving a child victim or a felony drug offense.
