Belgium: Head of Programme Coordination (Brussels, Belgium, 38 hours/week)
Protection International (PI) is recruiting a Head of Programme Coordination Unit for its work around the world.
PI is an international not-for-profit organization. It researches strategies and security management tools that protect human rights defenders, and shares its expertise in this area with people at risk due to their human rights work. PI sees human rights defenders as agents of change who form a pillar of free and just societies. In many parts of the world the defence of human rights evokes pressure, threats and attacks from state and non-state actors. PI works with the local human rights movement to develop strategies and programmes prevent and counter such counter pressure. PI tailors its approach to context and profile. It works in Asia, Africa, Europe and Latin-America, with presences in Thailand, Indonesia, Kenya, DR Congo, Colombia, Guatemala, and Belgium (head-office).
PI’s mission is three-fold:
•empowering Human Rights Defenders to protect themselves;
•urging state authorities to fulfil their responsibility to protect Human Rights Defenders ;
•encouraging other stakeholders to contribute to protecting Human Rights Defenders , or at least to respect their right to defend human rights.
The team
The Programme Coordination Unit is a team of four people: three Programme Coordinators and the Head of Programme Coordination. The Head of the Unit works from PI’s head office in Brussels and reports to PI’s Executive Director. S/he is part of PI’s Management Team and works in close collaboration with PI Representatives in the field.
The role:
The position is based in Brussels. The Head of Programme Coordination spearheads programs management and delivery, organization and policy advice, protection knowledge and coordination with PI Protection Desks, Senior Advisers abroad and thematic units. S/he maintains a central overview of PI programmes. Envisaged tasks are as follows:
Providing strategic direction to the Unit.
Overseeing strategic intervention in countries and contexts where PI operates or may be asked to intervene through semi-permanent presence and through ad hoc activities.
Strengthening protection work carried out by the protection desks by providing advice on protection cases that may arise either by the Protection Desks, our partners, when those questions require strategic decisions by PI or partners.
Staying abreast of relevant contextual developments and trends that affect protection needs of human rights defenders and social movements.
Participating in PI Management Team and in coordination with the Head Policy, Research and Training promoting synergies and sharing of lessons learnt between Protection Desks.
Analysing trends in PI programming, identifying issues and recommending solutions to PI Management Team.
Ensuring strong coordination with PI Thematic Units, PI Senior Advisors and Representatives.
Developing working policies on a participatory and consensual fashion and ensuring staff policies across Protection Desks are being adhered to.
Signing authority for PI partnership agreements for our operations in the field.
Lead the development and implementation of PI global fundraising efforts.
Representing PI in international forums, dialogues and other exchanges.
Visiting regularly the countries where PI operates.
Support PI Executive Director in overseeing implementation of PI security management policy.
Serving as Security focal point in head office.
Qualifications
University degree in Social Sciences (e.g. sociology, political science, anthropology), International Relations, international Human Rights Law or related studies is required.
Minimum seven years of relevant work experience including at least five years in programming and fundraising.
Experience working on human rights defenders protection issues is required.
Minimum two years of managerial experience, preferably with an INGO.
Required Skills and Knowledge
Excellent communication skills both written and verbal in English and/or French and Spanish is a requirement. Being able to communicate effectively in the three languages a strong asset.
Knowledge of human rights protection mechanisms a strong asset.
Experience working with human rights defenders and social movements in Asia, Africa and/or Latin-America is required.
Team-player, ability to multi-task, plan and organise, and ability to work under pressure and against deadlines.
Excellent communication skills and proven ability to work effectively with colleagues and partners overseas ability
Ability to build consensus and people management skills.
Sound decision-making in line with functions.
Ability to travel overseas.
The offer:
A one-year, renewable contract, governed by Belgian law. Competitive benefits and gross annual salary is in the line with the sector, commensurate with skills and experience.
The position is based in Brussels (38 hrs/week under flexible arrangement). Minimal relocation package available.
Candidates need to qualify for a work-permit in Belgium.
