About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the 650TH MILITARY GROUP, SHAPEM, BELGIUM.

Duties
You will manage the Sexual Harassment/Assault Response and Prevention (SHARP) Program for the Organization. The incumbent emphasizes the commitment to maintain a workplace environment that rejects sexual harassment and sexual assault and attitudes that promote such behaviors. Provides Policy, guidance and other information for victims of sexual harassment and sexual assault, subordinate unit commanders, first responders, and those who seek to prevent or respond to sexual harassment/assault.

Qualifications

Experience required: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience.
To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as: Providing managerial and technical assistance in programs such as equal opportunity, sexual assault prevention and response; Evaluating programs to identify and resolve systematic issues; Directing program activities that emphasize prevention of sexual assault and harassment; Establishing comprehensive policy that reinforces a culture of sexual harassment and sexual assault prevention, response and accountability. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service GS/GG-09.
You will be evaluated on the basis of your level of competency (knowledge, skills, abilities) in the following areas:

- NOTE: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency so long as it was at a level at least equivalent to the next lower grade in the series.

Education: To qualify based on education in lieu of specialized experience, applicants must possess a completed a PhD or doctoral graduate degree or 3 full years of progressively higher level graduate education leading to such a degree in education or a subject matter related to Training Instruction. Combining Education and Experience: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the GS-11 grade level, and may be computed by first determining the applicant’s total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant’s education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at that grade level. (When crediting education that requires specific course work, prorate the number of hours of related courses required as a proportion of the total education to be used.)
Only degrees from an accredited college or university recognized by the Department of Education are acceptable to meet positive education requirements or to substitute education for experience. - Must successfully complete 80-hour SHARP Course and obtain DOD Certification within 6-months of hire.
- Must successfully complete a 7 week Sharp training course and complete all requirements to obtain DoD Certification within 6 months of hire.
- Individuals will be screened by the National Sex Offender Registry.
- Individuals will be screened by the through the Crime Records Center and the Army Central Registry for a history of domestic violence.
- Must possess a valid driver’s license and have the ability to operate a motor vehicle.
- May be subject to occasional on-call.
- This position involves duties that are sensitive and confidential in nature. The selectee’s background will be checked against records maintained by the following prior to appointment and, as appropriate, on a recurring basis while employed in the position: The Department of Justice National Sex Offenders Registry, Army Family Advocacy Program Central Registry, Army Criminal Investigation Command/Crime Records Center, previous employer references, State and Local Police, Official Personnel Folder, including adverse action files, Army Inspector General, Army Military Human Resources and the Army Substance Abuse Program. Individuals found to have derogatory information in any check may not be eligible for this position and may be removed from further consideration.
